The rural–urban interface is the place of transition between that which we call “urban” and that which we call “rural.” The interface is situated between two places perceived to be different, but which are indelibly linked. Although the functional differences between “rural” and “urban” people (or those seen as “been-heres” versus “come-heres”) seem to be diminishing, differing perspectives and preferences persist along the rural–urban edge. Such differences influence the way that land users, decision makers, and the community manage the environment and react to landscape change. Using a comparative case study in Calaveras County, California, I examine the differences and similarities between “been-heres” and “come-heres” along several lines: basic demographic characteristics, political party affiliations and ideologies, and conceptions of private property rights, concluding that the dichotomy is false but instructive. The been-here/come-here divide, rather than being a definitive means for characterizing stakeholders or predicting their behavior or perspectives, serves as a heuristic for understanding the starting places of certain actors. Furthermore, this kind of analysis reveals not only where and how people and perspectives contrast but also the ways that they converge. Improving our understandings differing people and perspectives is especially important as decision-makers struggle to plan for and manage livable places and sustainable environments among groups with varying preferences which may sometimes conflict. 相似文献

研究目的:从系统角度分析土地、人口、社会、经济、能源对碳排放的影响作用,并对武汉市2017—2030年不同政策情景下的土地利用碳排放进行模拟,为其低碳发展战略和低碳土地利用规划提供决策依据。研究方法:系统动力学方法。研究结果:(1)建立的城市土地利用碳排放系统动力学模型是有效的;(2)按照目前的发展趋势,武汉市的碳排放总量将保持逐年攀升的趋势;(3)经济的快速发展对武汉市土地利用碳排放量的增加具有显著的影响作用;(4)调整土地利用结构、调整产业结构以及提高能源利用效率都能够有效的减少武汉市土地利用碳排放量,其中调整土地利用结构和调整产业结构的作用效果相对来说更加明显。研究结论:转变经济增长方式、升级产业结构、调整土地利用结构和积极研发先进的低碳科学技术是武汉市低碳发展的重要途径。 相似文献

Urban vacation rentals, a phenomenon that has grown explosively very recently, bring benefits to cities but also impose quality of life and housing market impacts on neighborhoods. As a consequence, cities are beginning to grapple with creating regulatory regimes for managing this new land use and its encroachments on residential areas. This article uses webscraped data from Airbnb, the industry leader, to analyze the geographical patterns and concentrations of these impacts in five US cities: Austin, Boston, Chicago, San Francisco, and Washington, DC. It uses the findings to put forth four general principles for cities seeking to manage impacts imposed by Airbnb and its competitors. These are that webscraping is an imperfect but relatively cheap and effective means of gathering locally specific data; that “spiky” usage patterns dictate a microgeographic approach to regulation; that meaningful regulation necessitates dedicated enforcement, likely paid for with permit fees; and that it is desirable to distinguish between “mom-and-pop” hosts and those operating at a commercial scale. 相似文献

This paper evaluates the role of trade liberalization and agricultural intensification in mitigating climate change cause and effects on land use and emissions using a computable general equilibrium model. Our results indicate that cropland expansion triggered by climate-induced crop productivity changes results in deforestation and increases emissions in South Asia and globally. Global full trade liberalization on all goods is the optimum policy for South Asia despite significant global deforestation, but for the world, unilateral partial trade liberalization on all goods is a more appropriate policy while ensuring a considerable emissions reduction for South Asia. These results indicate that mitigation responses to climate change are location specific and no one trade policy is suitable at the regional and global levels. Lastly, agricultural intensification by improving productivity growth is the best strategy in land-based emissions mitigation, thereby avoiding the transformation of forest and pasture lands for agricultural cultivation both at regional and global levels. 相似文献

The assessment of land use plan implementation is a contentious issue. The debate centers on whether the crucial evaluation element is conformance of development to plan directives or alternatively, plan performance, i.e. the degree to which the plan is actually used. An analytic framework combining both conformance and performance in the evaluation of (regional) land use plans is applied to the case of the Central District Plan in Israel. Qualitative and quantitative simulation methods are exploited. Qualitative analysis reveals that both performance and conformance are greater than indicated by non-contextualized, numeric evaluations. Additionally, high conformance does not necessarily imply good plan performance. Quantitative simulation suggests that plan performance with respect to land values and densities is initially pronounced as expectations for development are subdued but subsequently tends to wane merging with the counterfactual trend. Findings imply that plan assessment needs to consider the transaction costs of land use re-designation and actors’ perceptions of the probability that plan amendments will be approved. 研究目的:针对快速城镇化地区农户生计分化现象,以上海市青浦区为例,对不同生计策略类型农户的耕地利用集约度进行评价,并分析其影响因素,以期为改善农户土地利用行为、实现土地资源合理高效利用与农户生计可持续发展提供政策参考。研究方法:运用价值形态测度方法核算各生计类型农户的耕地利用集约度,以两水平方差成分模型确定耕地利用集约度影响因素。研究结果:(1)不同生计策略类型农户耕地利用集约度存在差异性,大小顺序依次为专业农业型、传统农业型、农业兼业型、非农兼业型,劳动集约度与资本集约度排序与之基本一致;(2)同一生计策略类型农户的耕地利用集约度存在相似性,耕地利用集约度的总变异中有24.32%是由农户生计策略类型不同而引起的,水平一中农业收入比重、农业补贴、耕地面积、地块平均离家距离、农户离集镇距离与水平二中是否兼业等是影响农户耕地利用集约度的显著因素;(3)模型拟合效果评价表明该方法具有可行性。研究结论:耕地利用集约度不仅与农户自身禀赋有关,而且受生计类型影响,政府相关部门应结合当地实际情况引导农户对这两方面进行调整或完善。 相似文献

The accelerated rural hollowing driven by vast and increasing out-migration of rural labors under urban–rural dual-track system has imposed huge obstacles on improving land use efficiency and coordinating urban–rural development in China. Taking Dancheng County in Henan Province as an example, this paper analyzes the status quo of rural hollowing and discusses two typical rural residential land consolidation and allocation (RRLCA) practices in traditional agricultural areas (TAAs) of China. The results show that, Dancheng experienced rapid rural hollowing characterized as the hollowing of rural industries, infrastructure, and residential population and settlements. However, Dancheng has considerable potential and the necessity of RRLCA, for the model-based estimation shows that the potential of increasing farmland by carrying out RRLCA was about 5649 ha. The two community-based RRLCA practices show positive effects on the improvement of local living conditions, increment of farmland area and development of rural industries. Their experiences, including self-organized rural planning, democratic decision-making, and endogenous institutional innovation may benefit future RRLCA. Overall, it indicates that promoting community-based RRLCA scientifically according to local conditions could provide an integrated platform for increasing farmland area, developing modern agriculture, promoting new countryside construction, and thus revitalize hollowed villages. On considering the limitations and obstacles of current initiatives, suggestions for future RRLCA in rural China have been put forward. 相似文献

The rapid urbanization in China comes with several economic, social, and environmental issues, most of which are related to land use. This study contributes to research on the land–growth–environment nexus by investigating the effect of land urbanization and land finance on carbon emissions in China from 2004 to 2013 using the Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) model. Results show that land finance and land urbanization significantly affect carbon emissions. The rate of land urbanization contributes to the reduction of carbon emissions; however, it has less impact compared with other determinants. The effect of land finance and land urbanization on carbon emissions indicates that a local government’s willingness to lease land for revenue aggravates carbon emissions. Economic growth and industrial structure also influence carbon emissions. Furthermore, the land requisition system and rural land conversion market should be enhanced through the guidance provided by the 13th Five-Year Plan (2016–2020) to promote the diversification of land transfer, fully consider regional differences, and establish a distinct policy focus that can contribute to emission reduction and land use. 相似文献

In the complex agro-ecological conditions of Vietnam's northern borderlands, attempts by ethnic minority farmers to create sustainable livelihoods, along with the impacts of state development policies, have direct consequences for land use and land cover (LULC) change. In this paper we analyse the degree to which LULC has changed and diversified from 1999 to 2009 in Lào Cai Province and the underlying relationships with ethnic minority livelihood diversification strategies. We examine the correlation between LULC diversity and various socioeconomic and biophysical proxies using a spatial autoregressive model. Our findings indicate two major changes in LULC: an increase in closed canopy forest and substantial urban growth. LULC diversity increased between 1999 and 2009, suggesting a transition between land uses and/or a diversification of livelihood strategies. Socioeconomic proxies are significant predictors of LULC diversity in both years, while biophysical proxies are only effective predictors in 2009. In-depth interviews regarding state-led policies and ethnic minority livelihoods reveal some of the underlying mechanisms of such LULC transitions and associations. 相似文献

Changes in rural land use to reduce flood risk are encouraged by governments in many countries, but they may face considerable opposition by land managers. Local participative processes are thought to help overcome opposition. This article presents an evaluation of an intensive participative process set up between land managers and governmental agencies following two severe floods in the transboundary Bowmont–Glen catchment in Scotland and England. A combination of interviews and documentary analysis is used. The research demonstrates that the participative process contributed to greater uptake of rural land use change and improved compliance with existing environmental policies.
